Bogus Universal House of Justice has illegitimately and erroneously altered and interpreted Verse 42 of Aqdas

If you mean the Verse regarding the “Endowments dedicated to charity” the answer is no, none of the Guardians have interpreted that Verse. If it was necessary they would have done it.
Unfortunately bogus UHJ has illegitimately and erroneously altered and interpreted this passage of Aqdas disregarding the following warning of Baha’u’llah in The most Holy Book and by doing so has transgressed against the Aqdas, violated this most Holy Book and has confused majority of the Baha’is.
“Whoso interpreteth what hath been sent down from the heaven of Revelation, and altereth its evident meaning, he, verily, is of them that have perverted the Sublime Word of God, and is of the lost ones in the Lucid Book.” (The Kitab-i-Aqdas, p. 57)

"Prior to establishment of the House of Justice, Endowments dedicated to charity revert to a spiritual assembly which is free from remnants of concupiscence, there is no other arrangement." Abdul-Baha, Ganjineh-i-hodood va Ahkam, p.221

This is very useful in understanding verse 42 of the Aqdas. Here Abdul-Baha interprets the words "people of Baha" in verse 42 of Aqdas as "spiritual assembly". The bogus UHJ interprets the words "people of Baha" as "Hands of the Cause of God".

Shoghi Effendi has said that the Aqdas anticipates the institution of the Guardianship by implication. My question is which verses of the Aqdas anticipates the institution of the Guardianship? Obviously answering this question requires interpreting those verses of the Aqdas. I know the bogus UHJ has interpreted verse 42 of the Aqdas as one of those verses. An interpretation by a body that has no authority to interpret!

Both anonymous commentators are right. The verse 42 of the Aqdas is about endowments and has nothing to do with the Guardianship.
Shoghi Effendi the first Guardian of the Baha’i Faith explained that Baha’u’llah in Aqdas “alludes to the future Center of His Covenant, and invests Him with the right of interpreting His holy Writ; anticipates by implication the institution of Guardianship”
(Shoghi Effendi, God Passes By, p. 214)
As it is obvious “implication” is correlated to “the right of interpreting His holy Writ” which was established by appointment of Abdu’l Baha, the Center of the Covenant.

The word "implication" refers to the institution of Guardianship. Abdul-Baha's rank was not that of Guardianship. His rank was higher than Guardianship. So the word "implication" has nothing to do with Abdul-Baha. It has to do with Guardianship.

It is necessary to draw your attention to the definition of “implication” then understanding the writing of the first Guardian in the Dispensation of Baha’u’llah can be easier for you.

Definition according to Oxford Dictionary:

“the conclusion that can be drawn from something although it is not explicitly stated”

The same dictionary explains the meaning of “by implication”:

“by what is implied rather than by explicit expression”

Example:

“he criticized her and, by implication, her country”

Definition according to the Cambridge Dictionary:

“when you seem to suggest something without saying it directly”


Example:

“She accused the party and, by implication, its leader too.”

Definition according to Merriam Webster:

“a : the act of implicating (see implicate): the state of being implicated b : close connection”

Example:

He condemned the court and, by implication, the entire legal system.

Verse 174 of the Aqdas invests the Center of the Covenant with the right of interpreting the Book. If this is one of the verses of the Aqdas that anticipates the institution of Guardianship then which is the other verse of the Aqdas? Shoghi Effendi has said in his Dispensation of Baha'u'llah that "the verses of the Kitáb-i-Aqdas the implications of which clearly anticipate the institution of the Guardianship". So there is more than one verse of the Aqdas that anticipates the institution of the Guardianship.

I have to clarify the fact that there are not numerical divisions in the original Aqdas, the numerical divisions is done by the bogus UHJ without having any authority and legitimacy to do so, but since this is the only version which is available to the Baha’is on the net; for your convenience, I too refer to those divisions.
In response to your question I can mention verse 97 in which Baha’u’llah institutes the Huququ’lláh (Right of God) and, by implication, the institution of Guardianship.
First Guardian explained:
“According to the Master's Will which complements the Aqdas, the Huquq goes only to the Guardian."

I am not collecting or receiving Huququ’lláh nor I am spending it, Huquq is a spiritual offering “It is to be offered through the Guardian of the Cause of God” and “To demand the Huquq is in no wise permissible.” I hope the following quotations will help you:

Baha’u’llah commands:
“May my Glory rest upon thee! Fix thy gaze upon the glory of the Cause. Speak forth that which will attract the hearts and the minds. To demand the Huquq is in no wise permissible. This command was revealed in the Book of God for various necessary matters ordained by God to be dependent upon material means. Therefore, if someone, with utmost pleasure and gladness, nay with insistence, wisheth to partake of this blessing, thou mayest accept. Otherwise, acceptance is not permissible.”
(Compilations, Huququ’lláh)

Abdu’l Baha in His Will and Testaments reveals:
“O friends of 'Abdu'l-Bahá! The Lord, as a sign of His infinite bounties, hath graciously favored His servants by providing for a fixed money offering (Huquq), to be dutifully presented unto Him, though He, the True One and His servants have been at all times independent of all created things, and God verily is the All-Possessing, exalted above the need of any gift from His creatures. This fixed money offering, however, causeth the people to become firm and steadfast and draweth Divine increase upon them. It is to be offered through the Guardian of the Cause of God, that it may be expended for the diffusion of the Fragrances of God and the exaltation of His Word, for benevolent pursuits and for the common weal.”

Neither Abdul-Baha nor Shoghi Effendi has interpreted verses 174 and 97 of the Aqdas as anticipating the institution of the Guardianship by implication. Stating which verses of the Aqdas anticipates the institution of the Guardianship involves disclosing the implications of those verses and disclosing the implications of the writings is interpreting the writings. This is straight out of Shoghi Effendi's two statements in Dispensation of Baha'u'llah:

"in the verses of the Kitáb-i-Aqdas the implications of which clearly anticipate the institution of the Guardianship"

and

“The fact that the Guardian has been specifically endowed with such power as he may need to reveal the purport and disclose the implications of the utterances of Baha’u’llah and of 'Abdu'l-Baha does not necessarily confer upon him a station co-equal with those Whose words he is called upon to interpret."
