The Hands being instructed in the Will to be ever watchful that there be no opposition to the guardian, and to cast out anyone who does so, that is pretty closely defined. And that must be within their limited jurisdiction. You have to remember that the existence of a Hand is predicated upon there being a guardian. And Shoghi Effendi relegated that function to himself. It all gets back to the matter that there must be a guardian in order for there to be a Bahá'í Faith. We also learned from `Abdu'l-Bahá that there has to be a guardian in order for the Universal House of Justice to have a God-defined president. As president of that body, he carries the Germ of God to their deliberations. He is the only individual who carries that to their deliberations. The Will does not prescribe any sort of infallibility upon the UHJ without the presence of the guardian, a guardian who is appointed by God. That guardian is the one who carries the Germ of God to its deliberations. When he does so, the UHJ has its level of infallibility. However, the guardian is the only one prescribed with the level of Infallibility to interpret Holy Writ. It all gets back to the presence of a living guardian, a living guardian who carries the Germ of God, which may be used within certain prescribed conditions, and only those prescribed conditions. Without a living guardian within their midst, the UHJ is not a complete entity, and lacks any of the authority intended by `Abdu'l-Bahá.
Lets look at the concluding words of the Will and Testament: "To none is given the right to put forth his own opinion or express his particular conviction. All must seek guidance and turn unto the Center of the Cause and the House of Justice. And he that turneth unto whatsoever else is indeed in grievous error. The Glory of Glories rest upon you."
STATEMENTS MADE BY SHOGHI EFFENDI ON THE COVENANT AND 'ABDU'L-BAHÁ'S WILL AND THE RELATION OF THAT WILL TO THE FIRST GUARDIAN'S ACTIONS

This article is a continuation of my article in which I brought to the attention of the Bahá'í World the information that, following the passing of Shoghi Effendi, the members of the Local Spiritual Assemblies of Lahore, Rawalpindi and Layalpur in Pakistan had voted to accept Mason Remey as the second Guardian of the Bahá'í Faith.

The believers in Lahore:
“Who limits the spheres of jurisdiction?” And he has put some distorted material together in the answer to this question. Let’s, therefore, examine his assertions:THE ILLEGITIMACY AND FRAUD OF THE BOGUS UHJ IS EXPOSED THROUGH ALI NAKHJAVANI'S BLATANT PERVERSION OF THE TRUTH. (Part six) 
Nakhjavani has written:
“It would be helpful at this point to consider the method adopted by Baha’u’llah in His Kitab-i-Ahd regarding the line of succession. In it He stipulates that Mírza Muhammad- Alí is to succeed 'Abdu’l-Baha. Now, compare that with ‘Abdu’l-Baha’s method in the first part of His Will and Testament. In it He stipulates that Shoghi Effendi is to be succeeded, generation after generation, by Appointed Aghsan serving as Guardians. To me, there is a similarity of method here, one that provided a sense of continuity and concealed for a time the tests that were inevitably to fall on the friends as future events unfolded. Shoghi Effendi's mention of "future Guardians" in his writings could well be, in my opinion, equally understood as a further application of this same method. All would be tested in due course as to their faithful adherence to the Covenant. Does this similarity of method not remind us of the golden key that Shoghi Effendi placed in our hands with which to unlock one of the mysteries of ‘Abdu’l- Baha’s Will and Testament? He pointed out to us that a study of the authenticated texts of the Writings of Baha’u’llah and those of ‘Abdu’l-Baha “will reveal the close relationship that exists between them, as well as the identity of purpose and method which they inculcate” (WOB 4). Is this not also a reminder of the warning given by Baha’u’llah in the Kitab-Iqan: “from time immemorial even unto eternity the Almighty hath tried, and will continue to try, His servants, so that light may be distinguished from darkness” (KI 8) and furthermore we read in the same Book: “the divine Purpose hath decreed that the true should be known from the false.... He hath, therefore, in every season sent down upon mankind the showers of tests from His realm of glory” (KI 53).”
Comment:
Nakhjavani’s comment is an example of his art of treachery, duplicity and fraud and shows the degree to which this “manifestation of the Center of Sedition,” has with his disgraceful actions and falsifications, perverted the meaning of the Writings and erroneously interpreted them according to his futile imagination, and when discussing their “method” introduces and combines his own words with extracts from Shoghi Effendi’s writings in such a way as to misrepresent the intent of the words of Shoghi Effendi. For example, he writes: “He [Shoghi Effendi] pointed out to us that a study of the authenticated texts of the Writings of Baha’u’llah and those of ‘Abdu’l-Baha,” whereas Shoghi Effendi had specifically referred instead to statements made in the two sacred documents: Kitab-i-Aqdas and the Will and Testament of Abdu'l-Baha, this would be easy to understand when one reads the following paragraph in the writings of Shoghi Effendi in the book: The World Order of Baha’u’llah:
“It would, however, be helpful and instructive to bear in mind certain basic principles with reference to the Will and Testament of 'Abdu'l-Baha, which, together with the Kitab-i-Aqdas, constitutes the chief depository wherein are enshrined those priceless elements of that Divine Civilization, the establishment of which is the primary mission of the Baha’i Faith. A study of the provisions of these sacred documents will reveal the close relationship that exists between them, as well as the identity of purpose and method which they inculcate.”

“Should any of the members [of the UHJ] commit a sin injurious to the common weal, the guardian of the Cause of God hath at his own discretion the right to expel him whereupon the people must elect another one in his stead.”
Bab the Forerunner of Baha u llah one of the two Promised Ones of all the past religions, left the world handing over His mission to Baha u llah to provide peace and salvation to the humanity. Baha u llah handed over this mission to His son Abdu’l Baha and He appointed to His grandson Shoghi Effendi the First Guardian of Baha’i Faith with an emphatic instruction in His Will and Testament that:
THE ILLEGITIMACY AND FRAUD OF THE BOGUS UHJ IS EXPOSED THROUGH ALI NAKHJAVANI'S BLATANT PERVERSION OF THE TRUTH.
"As regards the meaning of the Bahá'í Covenant:

“By this body (UHJ) all the difficult problems are to be resolved and the guardian of the Cause of God is its sacred head.”
“Should he not attend in person its deliberations, he must appoint one to represent him.”
Can any Baha’i in the world provide an answer as to why the “Chair of the Guardian” is vacant in the so-called UHJ in Haifa? Who is the “sacred head” of their UHJ at this time?


The Third Guardian of Baha’i Faith Joel Bray Marangella in his Ridvan Message (April-2009) introduced the new Hands of Cause of God.
1. Grace Behrens (Posthumously).
I take this opportunity to recognize belatedly and to name posthumously, dear Grace Behrens, a Hand of the Cause of God. She became renowned for the publication of letters submitted to the editor of the newspaper of Lancaster Pennsylvania, almost on a daily basis over a period of forty one years, totaling 846 letters according to her daughters report, in which she invariably mentioned the Baha’i Faith in some way, to the extent that the readers of the Lancaster newspaper would have all become well aware of the Faith by the time of her passing in 1998.
I also take this opportunity to elevate the following devoted Baha’is whose outstanding services, in various ways, in support of the true Faith and whose exemplary, steadfast and faithful support of my Guardianship over the years have deservedly entitled them to join the ranks of the Hands of the Cause who have been previously named during my ministry:
2. Joel Jani Marangella.
Whose assistance in initially designing, and subsequently establishing and maintaining my internet web page over the years since 1995 has been invaluable and whose expertise has been essential in the subsequent displaying and preserving in an attractive manner on that page of numerous articles, documents, historical photographs, past newspaper advertisements, as well as material from other sources, in support of the Guardianship, all of which has facilitated and contributed to the effective presentation to the Baha’i world via this unique instrumentality of incontrovertible evidence proving the continuation of the Guardianship.
3. James Meyer.
To whom we owe a particular debt of gratitude for the erection of and continued maintenance of a facility on the Meyers property for our use as the National Archives of the Orthodox Baha’i Faith wherein documents of historical value and particularly those covering the years of The Great Violation, among others, are preserved for safekeeping and can be made available for reference by future Baha’i scholars and historians.
4. Dr.A. Parikh.
Whose multiple, untiring and exemplary activities in support of the Guardianship in India have been exemplary and most praiseworthy.
5. Martin Lavalle.
Who has translated numerous long articles of mine into French which have then been posted in the French section of my web page and who has been very active in promoting the Orthodox Baha’i Faith in Eastern Canada.
